Cagayan de Oro City β July 30, 2025 | The Department of Education (DepEd) Region X proudly received a Special Award from the Bureau of Jail Management and Penology (BJMP) Region 10 during its 34th Anniversary Celebration held at Cove Garden, Cugman, Cagayan de Oro City. This recognition underscores the Department’s steadfast commitment to accessible and inclusive education for allβespecially for Persons Deprived of Liberty (PDLs).
Under the dynamic leadership of Regional Director Dr. Arturo B. Bayocot, CESO III, Assistant Regional Director Dr. Federico P. Martin, CESO V, and Curriculum and Learning Management Division Chief, Mala Epra B. Magnaong, DepEd Region 10 has remained at the forefront of providing transformative educational services through the Alternative Learning System (ALS). The award was received on behalf of the region by Dr. John Franklin Dresser, ALS Regional Focal Person, whose leadership and coordination efforts continue to amplify the reach and impact of ALS across Northern Mindanao.
The Special Award from BJMP Region 10 is a recognition of the fruitful partnership between DepEd and BJMP in championing the right to education of PDLsβensuring that physical confinement does not hinder intellectual, emotional, and moral growth. This initiative not only equips PDLs with basic education competencies but also opens opportunities for self-worth, reformation, and reintegration into society.
This milestone would not be possible without the passion and dedication of our ALS teachers, Education Program Specialists for ALS (EPSAs), and Division Focal Persons across the region who go above and beyond to ensure that every learner is reached, empowered, and given a second chance through education.
From correctional facilities to community learning centers, ALS continues to serve as a beacon of hope for learners who have been left behind by the formal education system. Each lesson delivered, each module completed, and each learner empowered through ALS is a step toward personal redemption and societal transformation.
This award is not only a milestone for DepEd Region X βit is a celebration of every life changed by education. It affirms the power of learning to restore dignity, provide second chances, and break the cycle of incarceration and illiteracy.
